According to the press release announcing Moreno’s signing, Portland “acquired the priority to Moreno from the Philadelphia Union in exchange for $50,000 General Allocation Money.”
What it essentially means is that the Union scouted Moreno at some point and were interested enough to add him to something known as a discovery list. A club can have up to seven players on their discovery list at a time and add or remove players at any time.
This marks the third time this year that the Union has received general allocation money for a player’s rights. They received $50,000 in allocation money for the homegrown rights to Tomas Romero from LAFC and Kalil ElMedkhar from FC Dallas.
